The law requires the responsible person of an HMO or block of flats to ensure the safety of the occupants. For fire safety this means providing an effective means of escape (MoE) for all tenants and ensuring effective precautions are in place such as fire alarms, emergency lighting, fire blankets etc, as well as associated safety such as gas and electrics.
To prove you are complying, this means keeping up-to-date records to demonstrate compliance to the enforcing agencies (usually the local authority, Environmental Health and/or local Fire and Rescue Service).
The usual method is to maintain a hard copy fire log book for each address, and keeping these together with the fire risk assessment, gas and electrical certificates in a file within an office. One location, usually only available to one or two people at a time, where certificates, assessments or log books are often misplaced, damaged or even worse lost.
